I made a tutorial, to tell people step by step how to make an animated avatar/.gif.

We attempt to accomplish this by daily featuring Literature artists from around the community that deserve the recognition, but are not getting it. Sometimes it can't be helped, others it can. If the character does this movement continually in the same scene sometimes the background changes, and you can use that one. Otherwise, you can subtly try to edit the background of each frame with some of the tools in PS to make it look smoother.
I couldn't do anything to the one I posted here because I wanted to preserve the art of the sky.
Could you give me a link to your current one so I can take a look?
